I partly agree. But I feel strange that NUS is afriad of no one coming in for postgrad, while HK is under presure of justifying reason to the media getting in oversea talents, especially now economy is bad and quota for higher learning is very much limited. I think to grad to highschool ratio in quota is very small, not likeS'pore.
